When an Arab dictator (Forster) is running wild, the U.S. intelligence community back the opposition leader (Jourdan). When a few attempts are made on the dictator, he blames the opposition leader and sets out to kill him. When the U.S. learns of this they send in a team to protect the opposition leader.
